Thispaper discusses Indonesia's dilemma regarding the ratification of Framework Convention on Tobacco Control (FCTC). The purpose this study is to understand more about Ratification International Treaty related threat Indonesian state income from cigarette taxes for Indonesia. Data collection techniques in using library research (library research). analysis technique uses inductive techniques. was issued as one efforts international community control tobacco consumption. itself, which actively participating formulation agreement a drafting committee, has not yet been willing ratify Control. Therefore, various questions arise why government treaty convention.AbstrakPenelitian ini membahas dilema terkait ratifikasi Tujuan penelitian yaitu untuk memehami lebih lanjut mengenai Ratifikasi Konvensi Perjanjian Internasional Masalah Pengendalian Tembakau ancaman pendapatan negara dari pajak rokok bagi Teknik pengumpulan data dalam menggunakan studi pustaka analisa pada teknik induktif. FCTC dikeluarkan sebagai salah satu upaya masyarakat internasional guna pengendalian konsumsi tembakau. Negara sendiri yang aktif ikut serta perumusan perjanjian sampai dengan saat belum juga bersedia meratifikasi FCTC. Bahkan menjadi satu-satunya di kawasan Pasifik ini. Faktor penyebab dihadapi Industri memberikan dampak positif tetapi memiliki buruk terhadap kesehatan masyarakat.
